Critical customs rule — sender and receiver must be the same person
Under the customs regulations of most destination countries, the sender (shipper) and the receiver must be the same person for a shipment to qualify as unaccompanied personal effects. If the sender and receiver are different people, your goods may be reclassified as commercial goods by destination customs — making them subject to full import duties, taxes, and potentially delays or seizure. Both Area 1 (UK address) and Area 2 (destination address) on your consignment form must show your name. Contact customer services before booking if you have a legitimate reason why this may not be possible.

What you must provide before collection

These four documents are required for every international shipment. Have them ready at the time of booking. Incomplete documentation will delay your collection and shipment.

A copy of the photo page of your passport is required for all international shipments. This legally identifies you as the shipper and declarant on the customs documentation. It must accompany the 3 copies of the consignment form returned to Excess Luggage Co.

Required with: White, pink and green copies of the consignment form — returned to Excess Luggage Co. depot (not given to the collection driver).
Acceptable: Passport photo page (valid, not expired) · UK photo driving licence · national identity card.
Not acceptable: Expired documents · blurred or cut-off photos · photos where your face or details are obscured.
How to send: Include with your returned consignment form copies, or email to info@excessluggage.co.uk with your contract reference number.
Under no circumstances should the consignment form be given to the collection agent (DHL, FedEx, or other carrier). This contains your personal information. Return all copies to Excess Luggage Co. only.

Pro Forma Packing List · STC Personal Effects

A complete, itemised packing list with quantities and values is a legal customs document. It must accompany your consignment form. Excess Luggage Co. provides the official Pro Forma Packing List form — use this, not a hand-written list.

Must include: Every item category from the 40-item list — quantity and value in GBP for each. Leave blank only items not in your shipment.
Value for customs: Total value must be declared honestly and must match the value declared on the consignment form (Area 3).
Electrical items: Must be specifically declared on the packing list. No standard liability cover is provided on TVs, glass, ceramic items unless professionally packed or crated.
Services: Tick Bronze, Silver, or Gold service required, and Air / Road / Sea method of shipping.
Hazardous goods not permitted: Aerosols, deodorants, perfumes, aftershaves, batteries, flammables, compressed gases, toxic substances, corrosives, explosives. Do not include these — see full list below.

Consignment form (Areas 1–6)
Excess Luggage contract / consignment note · 4-part form

The Excess Luggage consignment form is a 4-part document (white, pink, green, blue). Complete all 6 areas pressing firmly so all copies are legible. Retain the blue copy. Return white, pink, and green to Excess Luggage Co. with your passport copy and packing list.

Silver & Gold services: Ensure all marked areas are correctly completed — a copy of the first page is provided showing which areas to fill.
Weight limit: 30kg per item standard, surcharge if heavier (Health & Safety). Items over 30kg must be placed on a pallet — advise customer services before collection.
Payment: Debit/credit card details completed in Area 6, or bank transfer direct to Excess Luggage account. DHL, FedEx, and all collection agents do not accept cash.
ℹ Your contract reference number (format: 689/395-…) appears in the top right corner of the form. Include this on all correspondence and on your shipment labels.

Hazardous goods declaration
Signed declaration that shipment contains no prohibited items

Every shipper must sign the Hazardous Goods Not Permitted declaration confirming their consignment contains none of the listed dangerous, prohibited, or restricted goods. This is included within the consignment form and must be signed and dated.

By signing you confirm: No aerosols, deodorants, perfumes, aftershaves, batteries (loose), flammable liquids or gases, explosives, firearms, animals, tobacco, or any other prohibited item is in your shipment.
Restricted items: Mobile phones, laptops, TVs, cameras, and fragile items are carried on limited liability / non-compensation basis only.
Removal fee: If prohibited items are found, they will be removed and may be destroyed. A £150 administration fee plus any airline/handling charges will be passed to the shipper. Shipment will be delayed until charges are paid.
Legal notice: Excess Luggage Limited reserves the right to remove prohibited items without reference to the customer. No compensation will be due and no obligation to return items exists.

Completing your consignment form — area by area

The Excess Luggage consignment form has six areas. Each must be completed accurately. Incomplete information causes delays and may result in additional charges to the shipper.

Important: The sender (Area 1) and receiver (Area 2) must be the same person for personal effects customs clearance. Return white, pink and green copies to Excess Luggage Co. Retain the blue copy. Do not give the form to the collection driver.

UK shipping address — sender / shipper
Your full UK home, hotel, or business address from which the goods are being shipped. The sender name must match the receiver name in Area 2 for personal effects customs clearance in the destination country. If names differ, goods may be reclassified as commercial imports with duties and taxes applicable.

Your full home, hotel, or business address at the destination country — with contact telephone number and email. Must be a full postal address. Airport names, terminal numbers, and PO boxes are not valid delivery addresses. The receiver name must match the sender name in Area 1.

Service selection & insurance
Tick the export/import service required (Silver or Gold). Indicate your arrival airport or seaport. If overseas enhanced liability cover is required, indicate the value — this must match the valued packing list. Enhanced cover is on total loss or total theft basis only. Not available to all destinations. No cover for glass, ceramics, or fragile items. All Bronze and Silver airport/seaport services exclude local arrival, agent, and airline handling charges in the destination country.

Description of goods
List the number of pieces, items, and description of goods — "said to contain (STC) personal effects/household goods." Include product HS Codes where required for commercial goods. Do not include restricted, dangerous, or hazardous goods. Specifically: perfumery and body sprays are not accepted and will be removed and may be destroyed at additional charge. Terms & conditions + security declaration
Read carefully. Sign, date, and print your name. Include your passport details. This signature legally binds you to the Excess Luggage Terms and Conditions of Carriage and the security declaration. By signing you confirm your shipment contains no prohibited items and all information provided is true and correct. A copy of the Terms & Conditions of Carriage is available on request.

£150 administration fee — prohibited item removal
Where charges are incurred for the removal of non-permitted or restricted goods by airline, handling agent, or consolidator, these charges will be passed on to the shipper together with a £150.00 administration fee. The shipment will be delayed until all such charges are paid. Excess Luggage Limited reserves the right to remove prohibited items and dispose of them without reference to the customer. No compensation will be due and no obligation exists to return or forward such items. If any item is removed it will be at the customer's cost, and payment will be required in advance of its return.

Before and during collection — what to do

Recommended — photograph your goods before collection
Prior to collection by DHL, FedEx, or any other carrier at Excess Luggage Co.'s discretion, Excess Luggage Co. strongly recommends that you take photographs of all goods / cargo / luggage being collected using a smartphone or digital camera. Email images to info@excessluggage.co.uk with your contract reference number. This creates an evidence record for any insurance or damage queries.

Labelling your goods

Address all pieces to Excess Luggage Co., MetEx House, 496a Great West Road, Hounslow, Middlesex, TW5 0TE
Include your Excess Luggage contract reference number (format: 689/395-…) on all labels — found in the top right corner of your consignment form
Attach the printed address label (page 2 of the collection instructions) firmly to all pieces
Your cargo will be subject to weight check and correction on arrival at depot — charges will be levied accordingly

Collection agents & payment

Collection carriers: DHL, FedEx or other carrier at Excess Luggage Co.'s discretion
Do not give the consignment form to the collection agent — contains personal information. Return to Excess Luggage Co. only.
Collection agents do not accept cash. All cash payments must be transferred directly to the Excess Luggage bank account.
If UK domestic enhanced liability cover is required, indicate on the collection docket at point of collection. Additional charges apply. Without cover, all goods are carried at owner's risk.
