Shipping batteries & spare parts from the UK
What most people don’t know before they seal the box

Batteries and spare parts are where we see private senders and smaller businesses come unstuck more than anywhere else. Most people assume you put it in a box and send it. In reality a lithium battery is Class 9 dangerous goods, a used gearbox can be regulated because of the oil still in it, and the wrong paperwork stops a shipment before it ever reaches an aircraft. This guide explains what actually applies, in plain English.

In 40 years in this trade, the same problems come up again and again: misdeclaration, no HS code on the commercial invoice, poor packing, and — above all — people simply not knowing what the export process involves. Batteries and spare parts concentrate all four. They are ordinary objects that most of us own, and almost nobody realises they are regulated the moment they go near an aircraft. Nothing here is difficult once you know it. The expensive way to find out is at the airport, with a shipment that has already been refused.

What we will and won’t carry

Before the regulations, the practical answer for most people reading this:

Not in an ordinary luggage or personal-effects shipment. Lithium batteries are not accepted in a standard consignment — including batteries inside laptops, phones, tablets, cameras and power banks. If you are simply sending belongings, the easy answer is to take them out and carry the devices with you.
But they can be shipped — as properly packed, declared dangerous goods. Lithium batteries are Class 9 dangerous goods, so they travel as DG: UN-specification packaging, the correct marks and labels, and a declaration signed by someone with current dangerous-goods training. We can arrange that, subject to UK export controls, IATA regulations, sanctions and airline acceptance — our staff are trained under the UK aviation and maritime security regulations and we ship under IATA and IMDG rules. It costs more than ordinary freight and it has to be set up before you pack, so tell us early. Everything below explains what is involved.

So: if you are moving house or sending bags and the battery is not essential, leave it out — it is the cheapest, simplest route. If the battery is the shipment, or you are a business sending product, it can be done properly as DG. Either way, tell us what is in it before you pack.

Why a battery isn’t ordinary cargo

This is not paperwork for its own sake. Lithium-ion batteries can and do cause fires that destroy aircraft and kill the people on board, and the rules exist because that has already happened.

Thermal runaway. A damaged, defective or overheated cell can begin a self-sustaining reaction that releases heat and flammable gas faster than it can escape. Once it starts it is essentially unstoppable until the cell’s energy is spent, and it burns at temperatures well in excess of 2,000°C.
It spreads from cell to cell. One cell in thermal runaway heats the ones beside it until they go too. In a pallet of batteries that becomes a chain reaction that continues as long as there are cells left to burn.
An aircraft cannot put it out. Cargo holds are protected by Halon suppression. FAA testing found that Halon knocks down the flames but does not stop the thermal runaway spreading — the fire simply re-erupts, and the vented gases can themselves explode. There is no realistic way to extinguish it at altitude.

People have died. Two freighter aircraft carrying lithium batteries were lost to in-flight cargo fires — UPS Flight 6 near Dubai in 2010 and Asiana Flight 991 in 2011 — killing all four crew between them. The 30% state-of-charge limit and the rest of the rules on this page came directly out of those accidents.

And it is a criminal offence, not a paperwork slip. Consigning undeclared or misdeclared dangerous goods breaches the Air Navigation (Dangerous Goods) Regulations 2002. The Civil Aviation Authority’s own enforcement guidance sets the maximum penalty on conviction on indictment at an unlimited fine and/or up to five years’ imprisonment. Airlines are also legally required to report every finding of undeclared or misdeclared dangerous goods to the CAA — it does not quietly go away when a screener finds it. The responsibility sits with the shipper: the person who offered the goods for carriage.

So when we say a battery has to be declared, packed and documented properly, it is not administrative caution. An undeclared battery in a box is a risk to the aircraft and everyone on it — which is why the penalties are serious and why we ask every customer what is in the shipment before it is packed.

The items involved are ordinary: a laptop, a power bank, a cordless drill, an e-bike battery, a drone, a child’s ride-on toy, a replacement phone battery, a car part with a control unit in it. That is exactly why people get caught out.

Is the battery loose, packed with, or inside the equipment?

Almost everything follows from this one distinction. The same battery is treated three different ways depending on how it travels, and each has its own UN number and packing instruction.

A worked example: wireless earbuds sent in their charging case are “packed with equipment”. Send the charging case on its own, with no earbuds, and it becomes a loose battery — a stricter category.

How full the battery is now matters — and changed in 2026

A fully charged lithium cell releases far more energy if it fails. Regulators have steadily tightened the rules on how charged a battery may be when it is handed over.

Loose lithium-ion batteries (UN3480) cannot fly on a passenger aircraft at all. They travel on cargo aircraft only, and must be at no more than 30% state of charge — a rule that has applied since 2016.

New from 1 January 2026: under the 67th edition of the IATA regulations, that same 30% limit became mandatory for batteries packed with equipment (UN3481), where it had previously been only a recommendation. Batteries installed inside equipment currently carry a recommendation rather than a requirement.
Practical effect: if you are sending a spare battery, a power bank or a device with a loose battery alongside it, don’t charge it up before it ships. Run it down. A battery presented above the limit is a refusal, not a negotiation.

What can’t go by air at all

Damaged, defective or recalled batteries are forbidden by air, full stop. If a battery has been dropped, has swollen, is leaking, has been subject to a manufacturer safety recall, or you simply aren’t sure it is sound — it does not fly. There is no packaging that makes it acceptable.

Batteries installed in a cargo transport unit (UN3536) are forbidden by air.

Anything you can’t identify. An unbranded battery with no markings and no test documentation usually can’t be shipped by air, because there is no way to prove it meets the required safety testing.

If a battery falls into any of these categories, tell us early. There are often sensible alternatives — sea freight for some items, buying the battery at destination for others, or sending the equipment without its battery.

What a compliant battery shipment needs

This is the part people underestimate. Depending on the type, size and configuration of the battery, a shipment may need all of the following:

A UN 38.3 test summary. Proof from the manufacturer that the cell or battery type has passed the required safety tests. Without it, most carriers will not accept the shipment.
📦
The right packaging. Larger or higher-capacity batteries need UN-specification packaging, not just a strong box. Terminals must be protected against short circuit, and cells separated so they cannot move or touch.
🏷️
The correct marks and labels. The lithium battery mark, the Class 9 hazard label and, where it applies, a Cargo Aircraft Only label — each with its own size and format rules.
✍️
A Shipper’s Declaration signed by someone with current dangerous-goods training. This is a legal document. Airlines check the signatory’s certification, and an unsigned or incorrectly completed declaration is grounds for rejection.
🚗
Road-compliant is not air-compliant. Ground transport allows exceptions that simply do not carry over to air. A parcel that a courier happily moved across the UK can be rejected the moment it enters an air sort centre — and rejected shipments are logged.

Spare parts — the dangerous goods nobody expects

Batteries at least look like batteries. Spare parts are harder, because the item itself seems completely ordinary. These are the ones we see most:

Used mechanical parts with oil or fuel residue — engines, gearboxes, pumps, fuel tanks, chainsaws, generators, outboard motors. Residual oil or fuel makes them regulated. They generally need to be fully drained, purged and certified as such before they can travel.
🔋
Parts with a battery already installed — control units, dashboards, telematics boxes, alarms, e-bike and power-tool components. The battery inside brings the whole part into the battery rules.
💥
Airbags and seatbelt pretensioners are explosive articles and are regulated accordingly. They are never ordinary cargo.
🧲
Strong magnets can interfere with aircraft instruments and are regulated when the magnetic field exceeds set limits. Speaker and motor assemblies are the usual culprits.
💉
Aerosols, paint, adhesives, brake and clutch fluid, and coolant — all commonly bundled in with a parts order, all regulated as flammable or corrosive.

The rule of thumb: if it holds a charge, holds a liquid, holds pressure, has ever held fuel, or sticks firmly to your fridge — tell us before it is packed.

HS codes and the commercial invoice

The second most common cause of delay we see has nothing to do with hazards. It is a commercial invoice that isn’t complete.

Every line needs an HS commodity code. This is what the UK export declaration and the destination customs authority both work from. Leave it off, or guess, and the entry can’t be filed cleanly — that means delay here and an argument about classification and duty at the other end.
📝
Describe goods properly. “Spare parts” is not a description. “Used alternator for Toyota Hilux, drained of fluids” is. Vague descriptions are what trigger physical examinations.
💰
Give a realistic value. Under-declaring to save duty is a false economy: customs can re-value, and penalties follow. Declare what it is genuinely worth.
🌐
Businesses need an EORI number to export from the UK, and some destinations require the importer to be registered locally before goods can be cleared. Worth checking before you ship, not after.

The mistakes we see most often

“It’s just a box.” There is an export declaration, a commodity code, a commercial invoice, packing that has to survive handling and security screening, dangerous-goods rules, and an import process at the far end with its own paperwork. None of it is hard — but none of it happens by itself.
🚫
Not mentioning the battery. People leave it out because they assume it doesn’t matter, or fear it will complicate things. It matters, and telling us early is what keeps it simple.
📋
Copying a description from a previous shipment. Rules change — the January 2026 charge limits are a live example — and what cleared last year may not clear now.
🚚
Assuming a courier’s acceptance means it is compliant. Plenty of non-compliant parcels move by road without incident. The same parcel entering the air network gets stopped.
✂️
Under-packing. Air freight is handled, screened, stacked and moved by machine. Packaging has to survive that, not just the journey to the depot.

Batteries & spare parts — your questions answered

Can I ship a power bank abroad? +
A power bank is a loose lithium-ion battery, so it falls under the strictest category: no passenger aircraft, cargo aircraft only, and no more than 30% state of charge. On a commercial shipment it is usually possible to send one, provided it is declared, packed and documented properly. In luggage or personal effects we do not carry them at all.
What about a laptop or phone with the battery inside? +
A battery installed in its own equipment is the least restricted of the three configurations. On commercial shipments these move regularly — but note our own policy above: we do not carry them at all in luggage or personal effects. There are still limits on size, quantity and packing, so tell us what you’re sending and we’ll confirm how it needs to travel.
Can I send an e-bike or e-scooter battery? +
These are usually large, high-capacity lithium batteries, which puts them into the fully regulated category — UN-specification packaging, full labelling and a signed dangerous-goods declaration. Some are too large for air altogether. Ask us before you buy packaging.
My battery is swollen or was recalled. Can it be shipped? +
No. Damaged, defective and recalled batteries are forbidden by air outright, and no packaging changes that. If you need the item moved, talk to us about alternatives.
Do I need a dangerous goods declaration for every battery? +
No — smaller batteries in or with equipment often move under lighter provisions. Whether a full declaration is needed depends on the battery type, its capacity, how it is packed and how many you are sending. That assessment is exactly what we do for you on commercial shipments.
Can I ship car or machine parts that have been used? +
Often yes, but used parts holding oil or fuel residue must be drained and purged first, and that has to be stated. Airbags, pretensioners and some electronic units have their own rules. Send us a list and we’ll tell you what needs doing.
What happens if I don't declare it? +
The shipment is likely to be stopped at screening and refused, with the costs falling to you. Undeclared dangerous goods are a serious matter and carriers report them. Declaring is free; not declaring is not.
